Over the past months, the Parliamentary Secretariat for Financial Services and Digital Economy welcomed Malta’s most renowned economists, to discuss the importance and role that the digital economy has to play in further diversifying and consolidating Malta’s economic portfolio, especially given the threats posed by the Covid-19 pandemic. In light of such healthy discussions, the Parliamentary Secretary for Financial Services and Digital Economy Clayton Bartolo proposed the idea of setting up Malta’s first ever think tank in the digital economy field, with the main remit being that of consolidating and strengthening current sectors and also looking into attracting new niche economic areas.

Clayton Bartolo

Mr  Kearon Bruno


Mr  Kearon Bruno is an economist by profession and also a part-time lecturer at the University of Malta. He is currently working as an advisor to Hon. Clayton Bartolo and is responsible of the Parliamentary Secretariat's policy and strategic vision. He has recently been appointed as the Chairman of the Digital Economy Think Tank.

Dr Aaron Grech


Dr Aaron Grech is the Chief Economist of the Central Bank of Malta and the Deputy Chairman of the Malta Statistics Authority. He holds a doctorate from the London School of Economics where he was a research fellow for seven years.  

Profs André Xuereb


Profs André Xuereb is a professor of quantum physicist, head of the Department of Physics at the University of Malta, and a passionate communicator of science. His world-leading research includes setting up a quantum link between Malta and Sicily and several contributions to quantum optics.

Mr Thomas Mahoney has over 11 years iGaming experience in Sportsbook & Casino with focus on the creation and management of employer brands, digital marketing, digital projects, and market knowledge. Holds an M.B.A. focused in Marketing/Social Media

Mr Kenneth Farrugia


Mr Kenneth Farrugia is a Chief Officer at Bank of Valletta and sits on the Executive Board and is also a Governor on the Board of FinanceMalta.

Dr Ernest Azzopardi


Dr Ernest Azzopardi is an independent Management and Economics consultant and has worked in various fields including economics, finance, tourism and utilities.  

Dr Beverly Tonna


Dr Beverly Tonna began her legal career when she joined a local law firm specialising in commercial matters. Since 2017, she has also assumed the role of a legal advisor to a local blockchain and virtual financial assets consulting company and serves as Designated Person for the entity which is licensed as a Virtual Financial Asset Agent by the Malta Financial Services Authority. 

Dr Ian P. Cassar


Dr Ian P. Cassar is a Senior Lecturer in Economics at the Faculty of Economics, Management and Accountancy at the University of Malta. After obtaining his Bachelors in Economics, Dr. Cassar read for an M.Sc. in Economics at the University of Edinburgh and was later awarded a Ph.D. in Economics from Heriot-Watt University in Edinburgh.

Dr Justine Scerri Herrera is a Managing Partner at MK Fintech Partners which entity forms part of the ‘Michael Kyprianou’ group, an International Top Tier legal and consultancy firm. Her areas of expertise include; advising, researching and licensing in Fintech, Investment Services, Financial Services and DLT.

Ms Silvana is currently an Assistant Head of School at the Ministry for Education and Employment, an Advisor at the Parliamentary Secretariat for Citizenship and Communities.
